And the Carter solution was even better? Give North Korea nuclear technology even though they're sitting on mountains of coal?

We may never know the answer...it should be noted that NK had a plutonium program well before clinton agreed to give them light water reactors in exchange for the shut down of that very same plutonium program...obviously NK is not a simple matter, but even bush's closest allies (baker for example) think you need to talk to and keep you enemies close(r than your friends actually).
