Japanese consumer spending has been plummeting for months..

"Plummeting" is an overstatement. Japanese consumer spending was down for a few months through July but according to what I've read the decline was blamed largely on unseasonable weather. In August the weather was normal and consumer spending rebounded. I don't think the Sept data are out yet.
