The problem with enforcement on the OTCBB Is it's like trying to put out 20 house fires with one hose. The scammer's best shield is "due process". Exposing scams is easy. Prosecuting them takes gobs of time, armies of lawyers, and piles of cash. That's why you have so many pleas promising to not do it (get caught) again. Most rational people know that a high percentage OTC and pinks are clearly scams. Problem is you have at least 2 types of victims. Those that know the OTC is infested, but that they've found the diamond in the turd (Ruff)and those that know they have a turd but think they are smart enough to "trade" the turd.(Ruff) Neither one later wants to admit to the world that they can't recognize a turd staring them in the face.
