It is not mutually tolerant. If it were the males would have the right to complain that they are being provoked (made to feel uncomfortable) by the expression of provocative dress. You could address that by returning to the idea of dress codes that accommodating to both concerns. However, the extreme of that is requiring women to wear a burka. The conflict with that idea, comes under freedom of expression.

So, we are left with our current situation (sexual harassment protections) that are not mutually respective, unless we can find a rational path way out of that conflict.
