That's not his claim. His claim that even if the Democrats didn't do all they could have (they didn't), the Republicans did less.

I wish they were really obstructionists... if they had been, the Iraq War, the Patriot Act, and the egregious violations of the Geneva Convention wouldn't have happened. Unfortunately, most of them were enablers until fairly recently. Many of them continue to be.
