Sunw still needs headcount reduction for efficiency, and earnings studies to establish the value of their stock. What P/E ratio will be given to Sunw is largely unknown at this point.

The understanding of 5% profit is normal and targeted goal has never been Sunw's projection. They seemed to run things without discipline.
