A bloc is a group of people who group together for a purpose. If you look up the two terms "Evangelical Christians" and voting bloc" you will find them linked in a variety of articles as a potent force in politics, one that candidates take seriously as exactly that- a group to be wooed based on their common interest and goals.

I suppose you could alienate the Jewish vote by not supporting Israel, but whether they all vote together and vote based on that special interest, I don't know. If so, then they would be a bloc because of a common goal, but not because they were Jewish. Probably gets a lot fuzzier trying to define the black vote as a bloc.
