Obviously not; that's got nothing to do with the point I made. But if I own a piece of land in Texas next to your piece of land, and there is underground water that is under both plots, Texas law says that I have the right to take out whatever water I please. So if my well is a bit bigger and deeper than yours and sucks out water that was under your land making it harder for you to get the water you need, you're out of luck. And I can put in a pipeline and sell that water to a third party. There are some limitations on my maliciously sucking your well dry, but the burden of proof is on you and the standard is high.
