Well, if the State of Texas "owns" any water that falls as "surface water" does it still own it when it drains off or evaporates? (I guess most of it will be evaporating in Texas).

Or has the State of Texas just "borrowed" that water, and relinquished ownership when that water moves off the State??

If it contends that it "owns" that water, well, sorry, there is a strong case of prior ownership, and the Sate of Texas owes Scotland 14 gazzillion US dollars in water rates. The interest on that amount of money is significant as you can imagine.

Canada may as well hand over everything it has. -g-
