The cost of Globalstar was $2.4bn all up, I think [maybe excluding some gateway costs]. Or, maybe $2.2bn www2.uma.maine.edu

That included all the costs.

So, just rehashing the existing constellation and launching another 48 of them should cost only about $1bn in my estimation. I don't believe costs will have gone up.

I am sure they will have gone down from the late 1990s.

I believe the $1.2bn figure. I suspect I could hack it lower than that too. How about the Zenit? I think launch some more on that. 4 launches on Zenits should be cheap. They should remember to undo the mooring rope before pushing the launch button this time.
