Did I miss something? The article said:

So there must be a whole lot of Muslim cab drivers who are accepting passengers carrying alcohol. What about them? What sense does it make to punish them when only a relatively few drivers want an exception. How is it a good idea to alienate drivers who are doing their jobs? Would it not be a better strategy to drive a wedge between those who are doing their jobs and those who aren't?
