Clinton had some good diplomacy going with North Korea, and the first thing Bush did upon taking office was to swiftly end all dialog and aid with North Korea. I knew that was a boneheaded decision at the time. Nothing good comes from stonewalling. Bush said to North Korea we don't want to be a partner and North Korea took the hint and started developing Nuclear Weapons. Also, after the Bush invasion of Iraq they got really nervous that they were next and it prompted them to really go nuclear. As we all predicted the Iraq war has not made us any safer.
