It's an example of as positive framing as possible. They take the highest deficit as a percentage of GDP(2004) and use that as a basis for comparison.

Personally I think the social security trust fund should be viewed separately. It is supposed to be it's own separate program. They are ignoring that the money borrowed from the social security trust fund is a loan borrowed at interest. If you are going to include borrowing as income it just muddies up the actual truth of the non social security budget.
