The carrot is available to everybody. Behave, get a job, mind your own business, learn to speak fluent English, become an American. I don't see what else can be offered, and it does not seem to be working. Once I took my pickup to a service station where the mechanics in a small shop next door tried to fix a minor problem with the battery and ignition. They were clueless. They were Muslims. I paid my bill and never went back. Oh yeah, their shop was two blocks from the Federal Building. Did I think about them on 9/11? You bet I did. I wondered what they were doing in a landlocked city working at a job they were clearly incompetent in.
