I don't see how you can say it isn't working. A handful of cabbies out of hundreds have asked for special status and an authority has foolishly IMO given it.

The carrot is available to everybody. Behave, get a job, mind your own business, learn to speak fluent English, become an American.

The rest of the cabbies have a job, hundreds of them, are minding their own business, etc. Penalizing them for that by refusing to ride in their cabs simply because they are not Muslims (and failed to put enough pressure on their brethren to back off) is bass-ackwards. Maybe they could have done more, but it's still both wrong and counter-productive to treat them just like the trouble-makers.
