If Clinton was so serious about killing Osama, why did he turn down Sudan's offer to turn Osama over to the US?

So what Clinton did was let OBL go several times in Sudan, more times than Bush did in Tora Bora. Revisionist history by Clinton isn't playing in Peoria.
