It was perfectly clear the husband paid off the wife, after she fulfilled his request to bribe Clinton with a humungous campaign contribution, in return for a pardon. It was so blatant, Clinton waited until the very last few hours of his presidency to sign the pardon. He was probably hoping the news media would miss it in the excitement of new residents in the WH.
