Condoleezza Rice was already well accomplished when she joined Chevron's board in 1991. Given that Chevron is an international company, her presence on the board was quite appropriate. Numerous academics serve on the boards of public companies.

Her compensation was in line with the compensation received by the other Chevron directors. Hardly a "payoff." As for the tanker, Chevron has a history of naming tankers after board members.

David Packard, a very prominent Democrat and one of the co-founders of Hewlett-Packard, was a Chevron director and had a tanker named after him. The last time I looked, Packard didn't have any prior experience in the oil and gas industry.
