NK has many huge artillery batteries scattered all along the line of demarcation. Seoul is a scant 30 miles south of this line. In seconds NK can begin to blanket Seoul and other points in SK with a decimating barrage of deadly artillery fire.

Seoul is held hostage by NK and its presence prevents unilateral action against NK. You need to articulate a better plan than described.

The NK artillery batteries are deeply dug in, they are situated in bunkers and tunnels and are extensively camouflaged. Do we even know where they are located and how we can use bunker buster bombs before they let loose their barrage on Seoul?

First, Seoul would have to be evacuated before any military action could be taken against NK. How many million people live in Soul and how can SK move them all to a new location without destroying its economy?
