"Which isn't to say that you couldn't have a situation where specific property rights where in conflict with utility maximization, where they where worked against both equality and economic efficiency. If you want an answer as to how I'd respond in such a situation, I'd have to know the specifics of the situation How about if the property owner wanted to make some quick bucks by using his property for a dump that would be profitable during his life time but create an economic and environmental burden for future owners.
