"I don't think its reasonable to refer to Gitmo as a gulag." Perhaps not. But it's unique legal 'status' somewhat defies description. Somehow "extra-legal off-shore military detainment area for non-adjudicated non-state actors apprehended in connection with a non-declared 'war' and held on long-term leased foreign soil" doesn't quite have the same cachet.... (And, I think they would both have the 'non-adjudicated' part in common... at least, not 'adjudicated' to any widely accepted Western legal standard.)
