Or you could simply say "facility to hold captured enemy combatants."

The long term lease isn't very relevant to any major issue about gitmo. Non-adjudicated, not yet adjudicated, or minimally adjudicated is a fairly normal status for enemies captured during a war. Military detainment area is accurate but if it was run by someone else besides the military, but otherwise operated in an identical fashion no one's reaction to it would change.

"Extra-legal"? I'm not sure if I'd support that particular claim, but that depends on exactly what you mean by it. Why don't you expand the idea in to a sentence or even a paragraph and I'll give you my response.
