Absolutely. Is is what is is. The roadmap was an agreement. In your own terms can you explain why you infer that it was not an agreement? Don't get yer hiney in a bunch. What date was the "agreement" signed by the parties, and in what city did the signing take place? If you accept the koran’s justification for self-serving agreements in bad faith, I might better understand your argument? Do you ascribe to that belief? How can I ascribe to something I don't know anything about? If you say the Koran says people should make false agreements, then this is news to me. What verse in the Koran can I find this satanic command?
