Internal corruption is the silent killer of everything. I've never been involved with a government agency or a large project where someone was not skimming something or expecting something back.

About 15 years ago a group of city dwellers forged off into the wilderness to disrupt a specially designated wolf hunt to thin out their population. The wolf population had almost doubled it was a harsh winter and the game the wolves depended on were simply not in abundance that year.

After the first day many of the group got lost in the forest and a few lost fingers and toes that night. They were only a few miles from a native community and got rescued the next a.m. They got a good lesson in being prepared and they never came back.
