"Why would they blame the trucker?" Not sure, Toes. I suppose because he not only impeded traffic, he helped the pilot perform an illegal act? Common sense often doesn't apply to enforcement of traffic laws. Like getting a ticket for running a stop sign in the middle of nowhere, or speeding while passing another car.
