There are several top level domains that have been tentatively approved. I think this has been held up because the registration will be opened up from Internic and there has been an ongoing debate about how to go about doing that. When Internic was established few people though that internet names would have a lot of value in themselves. Some names have been sold for several tens of thoudsands of dollars and many disputes have erupted concerning trademark infringement, etc. What many people didn't want to have happen was for the US Governtment to take over the managment of this process. Let's hope it doesn't turn into a beureucratic mess.
