Clearly, the vigilantism referred to has arisen out of sheer desperation because the official forces of law and order have failed to carry out their designated task. Indeed, many criminals derive from the ranks of the police.

You had referred to Zimbabwe as being in a state of siege following the curtailment in electricity supplies and my intention was to show that South Africa, too, was in a similar state of siege but as result of uncontrolled crime -- and this, clearly as result of government incompetence. Indeed, and as you point out, the escalation in vigilantism compounds the problem and does not alleviate it.
