one can always be sure you will find an excuse. Progressives were of the opinion that in order to house each homeless person in Toronto they were going to need $80,000 per bed per year. They wanted to build according to their best guess. Someone decided that in toronto it would be easy to count the homeless, after all other cities had done it. They counted less than half of the homeless that the progressives thought there would be. At $80,000 per person that is a heap of cash.
Every town should know about how many people are homeless at any time, it has nothing to do with politics, but with the state of the city and the state of the cities economy. That stuff is important, of course it is counter productive to empire building if we know exactly how many people are experiencing difficulties at any one time.
