Technology can go either way it can be used to provide vitality and capabilities to a region, or, if it is seen as an end in itself, it can supplant and sometimes suffocate the surrounding culture. Silicon Valley, for example, is mostly a culture-free zone, even though it is world-famous for its technology. I used to live in Palo Alto, which was once a wonderfully diverse and fun town. But now it looks like Rodeo Drive in Beverly Hills. It lost its spark and replaced it with sheer affluence :)
