I don't remember that option on the tax form, but i have seen tax returns where the donations were high enough to make no payment of taxes happen. The person was a mennonite, and he gave to his church so that he did not give the government any money at all. That was only income tax. So it is possible to not pay for government in Canada, you just don't make any more income than the minimum basically.
