Canada doesn't need a military Itchy. It needs a Coast Guard. It can tell those who ask it for peacekeeping troops - "Sorry, we don't have a military." The Swiss have a military, but I don't recall their peacekeeping troops anywhere. They used to rent mercenaries. If Canada needs a JOBS program for it's young people, it could fund it's own Peace Corps, or public service programs for young people to work in Canada, improving the lives and infrastructure in Canada. Maybe building steambaths for the homeless. There are a thousand things young people could do that would provide more relevant experience than military service.
