Enron in 2000 let Bush-Cheney run campaign operatrions out of their HQ building. They paid un-Christian organizaer Ralph Reed $150,000 and called him an "energy consultant" and they let Rove and all his people use their company jets for free. This went on for a long time. Bush also got $1,500,000 from Enron and Ken Lay over the years but never gave back a cent. That is real corruption, not tipping a doorman. Tipping with campaign funds is legal if the services you are tipping for had something to do with the campaign. If Reid was running campaign functions out of the place where he tipped, it's OK. If it was just personal, then he has to reimburse the campaign.
