"Legally constituted government" What an interesting concept.

Once upon a time we actually had diplomatic and military relationships with Saddam's Iraq - we actually did recognize his government... er... regime. Even supplied him with guns and stuff. I assume the United States would recognize only "legally constituted governments"?

Anyway, I see your point. Polls are at best a snapshot of public opinion, and an imprecise measure at that. However, every politician, and party, including President Bush, spends millions... polling public opinion. Why is that?

We ignore public opinion in Iraq at our peril.

Who should we listen to, the legally constituted government of Iraq, or pollsters?
