The law says nothing about a requirement that an enemy combatant need be a foriegner at all. Also, it has a very wide definition of what it means to be an enemy combatant. The definition could apply to anyone who the President says. Look at the language, it is there that you will find the rub.

There is absolutely no assurance that this law will do ANYTHING to prevent the types of activity you are suggesting. It will however, ensnare many people that would not fall into the suggested targets of the law, for example, those who would dissent against our own gov't domestically within their "rights" of free speech. Now that is truly scary.
