If you were his supervisor and you knew he felt that strongly about it wouldn't you have just said...

We don't have all the facts. Maybe the supervisor did and our boy preferred to make a federal case out of it. You're right--usually these things can be worked out informally.

Usually when they can't there's someone not inclined to be cooperative involved or other issues in the mix. It's hard to assess these things.
