Padilla's detention, as it was, is not permitted by this statute. It reigns in the executive branch, rather than expands its powers.

As for arresting other US citizens, this law doesn't apply. It is specifically for alien enemy combatants, but only if they engage in illegal warfare.

If your fear is that the government will come and break your house down because they felt like it, I can't think of any statute which legalizes that behavior.
