I don't think it should but the feds don't believe its a problem. I think Arnold is following a movement that was started by the mayor of Seattle and a couple of other cities where local gov'ts ignore the feds and take steps to fight global warming.

No need to remind me of the effects air pollution has on California, because to me, the effects of illegal immigration on California are more immediate.

Understand........the air is not nearly as bad as it once was. When I got there it had improved quite a bit but we still had a number of days where you could cut the air with a knife. In the ten years that I was there, the air has improved greatly.
