The letter said that voting "if you are an immigrant" is illegal. Not true. No reference was made to illegal immigrants...it said "or" if you are an immigrant.

You don't think this could dampen legitimate voter turnout just through confusion?

The letter, written in Spanish, tells recipients: "You are advised that if your residence in this country is illegal or you are an immigrant, voting in a federal election is a crime that could result in jail time."
