Doesn't sound like an oil glut to me. Maybe Bodman knows a little more than the WS herd and CNBC regarding supply and demand.

US pleads with Opec to think again on cutting oil output

Opec members in serious talks in cutter today.

The Times THE US Government pleaded with Opec yesterday not to act on its threat to cut oil production by one million barrels per day. Signals from the cartel that it was planning its first output reduction for two years sent the oil price surging back above $60 per barrel and provoked dismay in Washington.
