Reagan was a great communicator. FDR might have been as well.

Certainly FDR was in charge in a much more difficult period (depression then WWII) and he was president for longer, but I'm not sure that's its so reasonable to say he was objectively better or more able.

Reagan is liked by many on the right and he gets called "the great communicator" by more than just the right. OTOH much of the left views him as ineffectual at anything other than communicating. FDR doesn't get universal praise (I for one don't praise him) but he gets a lot more from the right than Reagan gets from the left. I think the main reasons are the two I mentioned, distance, and being president during more difficult times. Another reason might be that things are probably more partisan now.
