1) improve the market economics for the suppliers and service providers in the industry, enabling economic pass through to consumers, which would help drive industry growth.

2) further improve their cost structure versus the competition.


I can see them having a chance at #2 in the form of a slightly lower rate or a royalty stream from Qualcomm's chipsets. If they want point #1, they are going to have to do it unilaterally. A reduction in royalties from Qualcomm that was substantial enough to make even the smallest difference to the industry would require corporate suicide. I think it would take winning a decade long court battle to get anything remotely near #1.
