The 8/6 warning was based on information from the 1990's. Also Bush had not called the FBI off Saudis in the US of which there were and are many thousands. It was particularly easy for Saudis to enter the US and this had been true during the Clinton era too (in fact many of the 911 hijackers entered the US before Bush took office).

Clinton could have been more aggressive against AQ as Michael Scheur has clearly said.
