Many long term chronic tokers readily admit to a price paid with regards to short term memory and when people are stoned, there can be no doubt that they can't perform complicated algorithms with the same competency as when non-stoned. Being stoned offers a different level of awareness and competency in some areas. It offers an escape from the mundane for the casual user. I don't see how being stoned could ever be anything but counter productive in an academic setting. A creative arts program, maybe. That, by itself, is not a reason to make it illegal unless we are going to make alcohol which is a much more dangerous drug illegal also.
