Sometimes you see Wave 1, then 2, then 1 (of 3), then 2 (of 3)... etc. That's the only context I could have mentioned this. Sometimes such "buildups" lead to a strong move, but sometimes they sort of fizzle out and turn out to be something else. If you can figure out how to tell those two versions in advance, you'll be a rich man... ;)
