That I do not get, how can that possibly be?

It's simple grammar.

This:

"Department of Health and its agents, Medicaid Fraud Control Unit, and United States Department of Health and Human Services"

is different than:

"Department of Health and its agents Medicaid Fraud Control Unit, and United States Department of Health and Human Services"

See? The second example would read that the MFCU is the agent of DOH. The first doesn't.
