That's the way Reagan broke down the Evil Empire: He put more nuke rockets into Western Europe forcing the Sovietniks to match his new armour. His idea was first getting even with them and next negotiate a reduction in nukes from there.
Well they went broke trying to match thus making further arms reduction negotiations superfluous and the rest is history.

I thought Reagan went to Berlin and said: Take down that Berlin Wall............very loudly. And that so scared the Soviets that they tore down the wall and then asked: what else, Massta. And that's when Reagan said: God commands you to dismantle your evil empire.......and they did. And everyone lived happily everafter until Bush came along.
