Katrina was a complex event. The Pop Mechanics article simplifies it beyond recognition.

The levees failed because they were overtopped, true enough. But the question is why were they overtopped, a question PM answers by simply referring to the nature of the storm surge. This is wrong; the writer didn't do his homework. A man-built causeway, the Miss. River-Gulf Outlet, acted as a canal for the storm surge, allowing the levees to become overtopped. The Outlet was built by the Corps to facilitate navigation over the objection of those who foresaw exactly what took place.

The 17th. St. Canal failed because the sheet pilings were not long enough. As you can see from the graphic, they are shorter than the bottom of the Canal, which is insane considering the variable soil conditions in the area. Moreover, signs of failure months before the storm were ignored. These signs of failure [unaccounted for water bubbling into someone's backyard] correspond with the place where the Canal failed.

The flooding in Jefferson Parish was caused by an idiot who rather than operate pumps shut them down in order that the pump operators not be endangered, not that they were in any danger in the first place.

Every bit of the flooding was caused by human incompetence.

There was indeed anarchy. There were lots of shots fired, trust me. There was looting and not just for food and water. Nursing homes, pharmacies and hospitals were looted for drugs, etc. I know of many people who had armed confrontations with looters. Lots of people who stayed and whose judgment I trust heard the gunfights and the noise of automatic weapons being fired. The suggestion that there was no anarchy is just plain silly.
