I would call this the "keep you fingers crossed" approach.

I wouldn't call it an approach at all. Its an estimation of what will happen in the future, not a plan for what should be or can be done in the future. There is no way to know until we can look back as those years as the past not the future (and presumably I won't be around to do it except at the one generation time frame) but I have a high confidence that it will work out that way.
