Why do you think Jong-il's regime is struggling.......he's getting very little support from the outside. On the contrary, even as Bush was calling Kim Jong-Il a "pygmy" (oh noes!), South Korea continued giving North Korea many many bags of rice and other food aid. Plus there were still some projects still being done between North and South, including a rail connection and family reunions. Not to mention the economic aid and trade from China. There was a lot going on that doesn't normally get reported in the American media.
