Its easy to think of ones that clearly hurt.

Its not hard to think of ones that possible help, but it is hard to know for certain that they helped. Figuring that a tariff or other barrier helped, requires speculation on what would have happened without the barrier.

There are a number of arguments about situations where barriers might help, such as "infant industries", but I can't off hand think of a situation where I have no doubt whatsoever that a tariff resulted in a major positive result.

It stands to reason, since every country has many different protective tariffs, that it's not without some merit.

It only stands to reason that these tariffs have positive results for someone. A special interest could grab most or all of the advantage. Presumably there would be some level of indirect benefit to the rest of the economy, but most likely less than the direct and indirect harm.
